The ruling from the US Department of Commerce comes as little surprise.
The only question now is, who will be liable for the bill if Delta Airlines elects to keep the CSeries order.
Key to the ruling was this element:
Commerce based Bombardier, Inc’s (Bombardier) preliminary dumping margin on adverse facts available (AFA) because Bombardier failed to provide information requested by Commerce’s AD questionnaire.
